Founded in 1998 by Dr. James D. Shuler, M.D., F.A.C.S., Empire Eye and Laser Center been serving Kern County for over a decade. In 2008, this landmark practice came under the stewardship of long-time associate, Dr. Joseph H. Chang, M.D. Dr. Chang brought on his brother, Dr. Daniel H. Chang, M.D., a fellowship-trained sub-specialist in the surgical correction of vision through cataract and refractive (including LASIK and PRK) surgery in 2009 and the rest is history.

Cancellation and No Show Policy

Please Note:  Changes Effective 1/1/2020

We are committed to providing exceptional care for all our patients. Unfortunately, when one patient cancels without giving enough notice, it prevents another patient from being seen.  A minimum of 48 hour notification of rescheduling or cancellation will now be required. If timely prior notification is not given or an individual no shows to an appointment, there will be a charge of $50. To cancel a Monday appointment, please call our office by 2:00 p.m. the Thursday prior.
