Founded in 1998 by Dr. James D. Shuler, M.D., F.A.C.S., Empire Eye and Laser Center been serving Kern County for over a decade. In 2008, this landmark practice came under the stewardship of long-time associate, Dr. Joseph H. Chang, M.D. With a continual commitment to quality improvement, Dr. Joseph Chang is Clinical Instructor of Ophthalmology at the Jules Stein Eye Institute at UCLA. Dr. Chang also brought on his brother, Dr. Daniel H. Chang, M.D., a fellowship-trained sub-specialist in the surgical correction of vision through cataract, refractive (including LASIK and PRK), and corneal surgery.

Both Dr. Joseph Chang and Dr. Daniel Chang enjoy spending time with patients, helping each person to understand their conditions and the treatment, so they can participate in their own care. The Chang Brothers are dedicated to providing the best possible medical and surgical outcomes in a warm, friendly environment.

At Empire Eye and Laser Center, we strive to provide quality care through the latest, most advanced technologies available. We also recognize that even the greatest medical developments are only as good as the difference they make in people's lives.
